What is a good make-up that is not oil-based?

I have oily skin, and although I buy oil-free make-up, I always shine. I am a dark-skined African-American woman, so its a bit hard to find make-up. I may be slightly lighter than my avatar, but not much.
Here’s what I’ve tried:

Bare Minerals, they have light, medium and dark levels, it’s all powder based so there’s NO liquid involved . I have oily skin too , and there is no sense in putting LIQUID on top of already oily skin right ? The powder absorbs, and works with your skin to create an overall matte look that is fabulous! I’m a Latina girl , and I have medium tan skin , i’ve tried everything , this really does work !
